The Department of Defense (DoD) owns over 800 dams and levees. These structures have requirements that are distinct from other asset classes, including federally required periodic inspections by qualified inspectors. The DoD Inspector General has required DoD to implement an inspection policy for these types of structures. This report documents the DoD’s current inventory, processes, and systems related to dams; defines inspection requirements consistent with U.S. Army Corps of Engineers and federal processes; and proposes a framework that could be used to include dams in the DoD’s sustainment management system (SMS) that is used by all service components for conducting facility inspections and assessments. The report includes a dam inspection and SMS framework with requirements to support the inspection of dams by installation or contract engineers. The authors concluded that a data structure for dam inspections similar to the inventory catalogs of other SMS modules would assist DoD in reporting results of formal inspections, conducting intermediate and informal inspections, and providing assistance for future efforts to create condition forecasting and work planning models for dams. It is proposed that a working group be formed from members of the DoD services to elaborate on the proposed template and to formulate future requirements.
