r SINCE 1970, Canada ostensibly has followed a flexiMe exchange rate policy that should have allowed their monetar authorities to focus directly on controlling the Canadian inflation rate. Since 1975, the Canadian monetary authorities have been publicly committed to reducing inflation by a polic of gradually reducing the rate of monetary’ growth. Yet Canada has fared no better than the United States amid other industrialized economies incontrolling inflation during the 1970s. As table 1 shows, the average rate of Canadian mommev growth decreased from about 13 percent in 1971—75 to S percent in 1976—SO, while the average rate ofinflation resnained unchanged at about 8~/zpercent in these two periods.
