The agri-food chains in the world has been the target of strong government policies to control and national security in recent decades. Some of these policies has been based on intensive use of agricultural subsidies and protection to the domestic market through import tariffs and / or export. From this context, the study aimed to: determine what consequences to the food industry is given to the impact of government subsidies to agri-food chains. As well, analysis of well-being of the consumer against the cost of the basket. The methods used were adapted version of the Mundell Fleming model of fiscal and monetary policies and using the method of index numbers. The findings suggest that an expansionary monetary policy with greater concessions and credit subsidies, tends to bring positive aspects to the food industry, consolidating the same context of expanding the production of goods with higher added value. As for the cost of living for consumers in relation to consumption of basic food, their condition was characterized at the present time are lower than the past, thus reducing their welfare, as consumers in a way they had their purchasing power diluted by the higher incidence between the tax periods from 2003 to 2010.
