espanolEl objetivo fue realizar un analisis y una revision de la cobertura de salud visual ofrecida por parte de las politicas y planes del Gobierno Distrital de Bogota, considerada en la actualidad una de las urbes cosmopolitas de America del Sur y, adicionalmente, un referente en los aspectos relacionados a los avances y el desarrollo de la optometria en el mundo. El recorrido se inicia con una breve resena historica de su fundacion; continua con la presentacion de los datos oficiales y geograficos, su crecimiento poblacional en los ultimos anos y las caracteristicas que determinan su concepto de modernidad. Como aspecto fundamental, se analiza la organizacion politico-administrativa y el comportamiento de cada una de las localidades que conforman la ciudad capital; asi mismo, se identifican las principales normas y leyes que regulan el servicio de salud, incluida la atencion que se realiza en el ambito visual y el cubrimiento a los aspectos de discapacidad y poblaciones especiales por parte del sistema de seguridad social y las redes que cubren dicha atencion. Finalmente, se observan los indicadores manejados por la Secretaria Distrital de Salud como control al cumplimiento de los resultados y metas en el cubrimiento de salud a los residentes de Bogota. Algunos aspectos que se pueden concluir indican que faltan muchas actividades para lograr un cubrimiento optimo en salud visual; ademas, se cuenta con pocos datos relacionados con la vision y la importancia de la optometria en aspectos relacionados con la salud publica. EnglishThe study aimed to analyze and review visual health coverage provided by the policies and plans of the District Government of Bogota, considered at the present as one of the cosmopolitan cities of South America, as well as a reference point in aspects related to the advances and development of optometry worldwide. The paper begins with a brief historical review of the foundation of the city; continues with the presentation of official and geographic data, its population growth in recent years, and the characteristics that determine its modernity. As a fundamental aspect, it analyzes the political-administrative organization and the operation of each one of the localities that make up the capital city. Likewise, the main norms and laws regulating health care are examined, including services in visual health and the coverage for aspects of disability and special populations provided by the social security system and networks that offer these services. Finally, the study examines indicators presented by the District Department of Health as a control of compliance with results and goals regarding health coverage for the residents of Bogota. Conclusions indicate that key activities are still lacking for an optimal coverage in visual health; in addition, there are few data about vision and the importance of optometry in aspects related to public health.
