Resumen La transparencia es un nuevo derecho ciudadano en Mexico que se ha establecido para apoyar la reduccion de la corrupcion. En las entidades de la Republica se han establecido condiciones normativas, de infraestructura y estructura administrativas que aunadas a las recomendaciones de organismos internacionales de incorporacion a la sociedad, quieren constituirse como condiciones institucionales para llevar a cabo el mecanismo de la transparencia. A partir del analisis de 5 encuestas de municipios mexicanos, se realiza una comparacion entre condiciones institucionales y nivel de corrupcion en dos Estados: Estado de Mexico, economicamente mas desarrollado y Oaxaca, menos desarrollado. El resultado es que el Estado de Mexico esta por encima de Oaxaca en condiciones institucionales, pero mantiene niveles de corrupcion mas altos. La principal conclusion es que las condiciones institucionales son condicion necesaria pero no suficiente para el establecimiento de mecanismos de transparencia. Es necesario considerar la diversidad de las localidades antes de establecer reglas homogeneas y hace falta claridad sobre la participacion de la sociedad en la operacion de este mecanismo.  Abstract Transparency is a new citizen’s right inMexicothat has been established to assist in the reduction of corruption. The Mexican states have established regulatory, infrastructure and administrative structure coupled with the recommendations of international organizations about the incorporation of society, they want to ensure institutional conditions to implement the mechanism of transparency. From the analysis of 5 surveys of Mexican municipalities, a comparison is made between institutional conditions and the level of corruption in two states: the State ofMexico, economically more developed, andOaxaca, less developed. The result is that the state ofMexicois aboveOaxacain institutional conditions, but maintained higher levels of corruption. The main conclusion is that the institutional conditions are necessary but not sufficient for the establishment of mechanisms for transparency. It is necessary to consider the diversity of the communities before establishing uniform rules and clarity is needed on society participation in the operation of this mechanism.
