The problems of increasing the controllability of the industry as a set of objects that make up the technological complex in relation to the activities of electric power industry are considered. The necessity of introducing elements of centralized public administration in the industry due to difficult conditions is substantiated. The formation of prices and tariffs in the energy sector based on standard costs is proposed. Directions of forming the planned foundations of a systematic organization of the scientific and technical development of the electric power industry have been developed taking into account the priorities of import substitution with access to a batch industry order as the basis for the production of energy equipment at Russian enterprises. The components of digital topology implementation are structured using a virtual equipment life cycle tracking model. The approaches to balancing systemically related packages of fuel and energy resources are formulated.
