The objective here is to examine the movements in the structural position of the Latin American states and the level of economic and social development achieved by them in recent decades. In order to achieve this, the authors review critically an essay written in 1969 by Johan Galtung, Manuel Moral and Simon Schwartzman. Then, in an effort to overcome the limitations found in this work, a theoretical proposal for the study of national power is formulated here with the use of a technique for its measurement. On this basis, the article finally assesses changes in the structural position of Latin America in terms of achievements (ascents), disappointments (stalemates) and frustration (setbacks). While the study period is 1975–2013, some special considerations for the post-cold-war period (1990–2013) will also be presented.
