The thesis explores forms and political objectives of patient and citizen involvement in different European health care systems. In particular, it focuses on how the program of user involvement, both individually and collectively, is conceptionalised and realised, depending on institutional and actor settings. For the sake of comparison have been chosen Finland (as a public health care system), Germany (as a social health insurance system) and Poland (as a post-socialist, national health insurance system). The thesis follows a case-oriented approach comparing most different systems. It adopts qualitative methods, i.e. document analysis and concept-based content analysis. After presenting theoretical concepts of patient and citizen involvement and its objectives, the analysis gives an overview on patient and citizen involvement in determining the basic health care package, modes and quality of health provision, and parameters of finance. It then sums up the political discourse on user involvement, before relating the empirical results to the basic concepts.
