Resumo:  Este artigo avalia as novas Tecnologias da Informacao e Comunicacao (TIC), especialmente a internet, como mecanismos efetivos de limitacao do poder em tempos democraticos. As TIC, quando visualizadas no seu sentido de expandir a comunicacao e o acesso a informacao, permitem que cidadaos mais criticos controlem e pressionem o poder publico, assegurando uma governanca mais justa e transparente, pelo que, a internet, face as inumeras possibilidades de fiscalizacao social que oferece, pode ser um mecanismo efetivo de controle da forca estatal. Tal analise se utiliza do metodo dedutivo e das seguintes tecnicas: pesquisa bibliografica, referente, fichamento, categoria, e conceito operacional. Abstract:  This article assesses the new Informational and Communicational Technologies (ICT), especially the Internet, as effective mechanisms for the limitation of power in democratic times. The new ICT, when comprehended as a means of expanding communication and access to information, enables citizens who are more critical to control and pressure the government, ensuring a more just and transparent governance, from which, the internet, given the numerous possibilities of social surveillance it offers, can be an effective mechanism of controlling the power of State. This analysis utilizes the deductive method and the following techniques: bibliographical research, referent, book report, category, and operational concept.
