Globalization, without exaggeration, is one of the most significant phenomena of our time. That is why today everyone is talking about globalization: some glorify this phenomenon, others demonize. Today, globalization seems to be the only slogan, as well as a direction for understanding the future. But our ability to understand globalization is limited, partly because we are in the midst of a process that is still evolving, the result of which is unclear. But most importantly, the main problem is our inability to manage, due to the lack of an ethical vision of global society and common principles and values on on which could be based the actions of citizens, governments of different countries and international relations in particular. An important philosophical and political contribution to the value and morale aspect of understanding of the globalization is the developments of Pope Benedict XVI, which, in his encyclicals «Deus caritas est» and «Caritas in Veritate», in his reports and messages, without exaggeration, devoted the “special” role of values and principles for society, for public relations, for relations between the state and a citizen, as well as for relations between peoples and states. And in the encyclical «Caritas in Veritate» affirm that international relations, at the present stage of human development, should be based on the principle of subsidiarity and solidarity. In the article is being investigated the teachings of Pope Benedict XVI and his views on the society in 21-st century: the role that the head of the Catholic Church has given to a person, society, state and the international community in the era of globalization. The principles proposed by Benedict XVI for relations in the society, state-social and international relations in the XXI century are considered. An attempt was made to outline the paradigm of Benedict XVI for public relations and international cooperation during the period of globalization. Considered the subsidiary perspective of Benedict XVI for interpersonal, public-state and international relations. Revealed that the increase participation of the individual in public life is the basis for the development of a prosperous society, because, in the opinion of Benedict XVI, with social activity person will change his social status and will contribute for the benefit of society. Social activity of citizens creates a challenge for the authorities, namely, to delegate their powers to lower levels, even to ordinary citizens. According to the Benedict XVI in a globalized society, the success of states depends on the ability to delegate authority.
