DEMOKRAT PARTİ İKTİDARININ SONU VE 27 MAYIS DARBE REJİMİ KARŞISINDA MEKTEBİ MÜLKİYE

Since its establishment in 1859, Mekteb-i Mülkiye has been an important stakeholder of the administrative modernization agenda. In the 19th century, when the administrative reform movement gained momentum in Continental Europe, radical reforms were initiated in the civil administration in the Ottoman Empire. Mekteb-i Mülkiye, who was assigned to train the necessary bureaucrats to implement the reforms undertaken in the state administration, continued this function even after the proclamation of the Republic. Considering that the centralist conception of the state which left its mark on the recent Ottoman reform agenda was transferred to the Republic, the importance attributed to Mekteb-i Mülkiye will continue to increase. Mekteb-i Mülkiye’s being a school of growing up important bureaucrats and politicians of the Republican era and creating a center of scientific knowledge over a long period in Turkey, assigns an individual identity to it. In this study, the conflicting political environment that emerged in the last years of the Democratic Party and some findings related to the role of Mekteb-i Mülkiye in the process of reorganization of politics and administration after the coup of May 27 are given. Having continued the active role of the Ottoman Empire in the political and administrative spheres since the modernization period, Mekteb-i Mülkiye continued to be one of the important actors in the process of power change, normalization and the regulation of the new constitution.
