The purpose of this study is to ascertain the issues that employee remain silent on and whether there is an interaction between these issues and cultural values or not. For this purpose, the data gathered from 306 people who work at public institutions in İzmir are analyzed via factor analysis, correlation analysis and regression analysis. At first, factor analysis is used in order to measure the the statement’s exploratory power of variables. Afterwards, multiple regression analyses is conducted to test the hypotheses. When the findings are evaluated; it is seen that public employees remain silent mostly because of the ethic and responsibilities of work; and they stay silent the less about making an effort to improve the business. According to the results of the study, it is identified that there is a significant statistical relationship between the issues that employee remain silent on and cultural values.
