Background: Design of a power facility is attended by risks of the project organization’s nonfulfillment of its obligations to the customer and, as a result, delayed commissioning of the fuel and energy complex facility. Planning is a complicated and time-consuming process that plays a key role in design activities. Currently, the process model is mainly based on the method of analogies and, as a result, the design is conducted by an iterative scheme, which is explained by a lack of formalized tools of planning by key results recommended by PMI (Project Management Institute). The conducted studies have shown that modern information systems of planning ensure the construction of the WBS models (Work Breakdown Structure) of a project but do not have the functionality to build design object models PBS (Product Breakdown Structure). This leads to a decrease in plan coherence and an increase in the number of design iterations. The purpose of this study is to develop a tool of planning the process of fuel and energy complex facilities design, which is based on the complex object model and its design process model development method. «Вестник ИГЭУ» Вып. 6 2016 г. Ленина» 76 Materials and methods: The development of the process model is based on the method of planning the project key outcomes and the method of network planning, adjusted to the specifics of fuel and energy complex facilities projects. The empirical base of the study contained information obtained by analyzing the project archive of the Zarubezhenergoproekt company, the leading design organization specializing in the energy facilities design in Russia and abroad. The model of an energy facility is constructed according to the guidelines for the model design of 200 MW power plants. Results: A structural and parametric model of design object has been developed based on the hierarchical classification system KKS (Kraftwerk Kennzeichen System). A formalized method has been suggested for constructing a process model that enables developing a project plan in accordance with the energy facility type. The method has been algorithmized and implemented in MS SQL. The authors have developed a software tool ensuring the storage of the invariant model of the energy facility and its iterative development. This software tool was then used to develop a model of project IT-architecture. Invariant models of the energy facility and a model of design process for the Reinforced concrete and steel structures specialization have been developed. Conclusions: The approbation results of the methods and tools by the example of Reinforced concrete and steel structures specialization at Zarubezhenergoproekt indicate a reduction of project implementation time and designers’ efforts, and confirm the feasibility of their complex application to designing fuel and energy complex facilities.
