The article discusses, under the structure of a scientific essay, about the property and utilization of water within the basin of the Grijalva and Usumacinta rivers in southeastern Mexico. Conflicts associated to public policies promoted by the Mexican State, oriented toward the concession and privatization of public goods and services are identified. The trends in terms of equity, availability, cost, quality, and socio-environmental impacts of extractive and transforming models that prioritize profitability over social development represent a concern to public users of water in the region. Alternatively, citizen participation must be consolidated within the legal figures of citizen councils and committees for watersheds represents, so that their legal power and representativeness may be significantly stressed out and underpin more democratic territorialities.
