O artigo propoe uma reflexao  sobre a  enfase  do entendimento dos principios do direito a cidade tratados no Estatuto da Cidade. O trabalho se fundamenta em uma pesquisa nos estudos disponiveis na literatura classica que trata do direito a cidade e das  pesquisas desenvolvidas na regiao amazonica com abordagem para a tematica do desenvolvimento urbano. O estudo visa compreender o direito a cidade sob a perspectiva da politica urbana e dos principios estabelecidos no Estatuto voltando-se para a realidade da capital Macapa, onde os conflitos urbanos sinalizam a ausencia da aplicabilidade desse direito. Tem por objetivo apresentar as fragilidades institucionais do nucleo urbano, a partir da analise da atual configuracao do espaco e os desafios para efetividade do direito a cidade. The work is based on a survey on available studies in classical literature which deals with the right to the city and developed research in the Amazon region with the approach to the theme of urban development. The study aims to understand the right to the city from the perspective of urban policy and the principles set out in the Statute turning to the reality of capital Macapa, where urban conflicts indicate the absence of the applicability of this right. It aims to present the institutional weaknesses of the urban core, from the analysis of the current configuration of the space and the challenges to the effectiveness of the right to the city. Derecho a la ciudad entre medio urbano en el Amazonia RESUMEN El articulo propone una reflexion sobre la importancia de la comprension de los principios del derecho a la ciudad trato el Estatuto de la Ciudad. El trabajo se basa en una encuesta realizada en los estudios disponibles en la literatura clasica que se ocupa del derecho a la ciudad y la investigacion desarrollada en la region amazonica con la aproximacion al tema del desarrollo urbano. El estudio tiene como objetivo comprender el derecho a la ciudad desde el punto de vista de la politica urbana y de los principios establecidos en el Estatuto que dan vuelta a la realidad del capital Macapa, donde los conflictos urbanos indican la ausencia de la aplicabilidad de este derecho. Se trata de presentar las debilidades institucionales del nucleo urbano, a partir del analisis de la configuracion actual del espacio y los desafios para la efectividad del derecho a la ciudad.
