The definition of the subject and the establishment of the limits of the prosecutor’s supervision over the observance of the rights of entrepreneurs in the implementation of state and municipal contracts are carried out within the framework of the prosecutor’s supervision over the execution of laws according to the basic principles of “general supervision”. In the author’s opinion, an additional limit for the observance of the rights of entrepreneurs in the contractual sphere to be used is the limit according to the type of supervised activity, that is, the supervised person’s type of activity can be limited, and this limit may be the object of prosecutor’s supervision within the relevant field. In practice, the limit is established either by direct indication of the law, or by means of a systemic interpretation of the norms of the current legislation governing prosecutor’s supervision within a specific field.
