A condition for the realization of an optical magnetic mirror at the interface of the vacuum - medium from electric dipoles (or from electric and magnetic dipoles) is obtained. This condition in certain frequency ranges can be fulfilled not only for metamaterials, as is commonly believed, but also for ordinary media. The possibility of realizing a magnetic mirror upon reflection from a medium from linear electric quadrupoles is shown.
