On June 4, 1997, President Clinton signed the Individuals with Disabilities Education Act Amendments of 1997, PL 105-17, into law. This law amended and reauthorized the Individuals with Disabilities Act (IDEA). The 1997 amendments added a number of major provisions to the IDEA that will result in substantial changes in the education of students in special education, as well as the roles of administrators, general educators, special educators, and teacher trainers. In passing the amendments, Congress noted that the IDEA had been successful in ensuring access to a free appropriate public education and improving educational results for students with disabilities. Nevertheless, Congress indicated that the implementation of the IDEA had been impeded by low expectations for students, an insufficient focus on translating research to practice, and too much emphasis placed on procedural paperwork tied to legal requirements and not focused on teaching and learning, and better student outcomes. To improve the IDEA, Congress passed the most significant amendments to the law since the original passage in 1975. These amendments were seen as the next step in providing special education and related services by ensuring that students with disabilities would receive a quality public education emphasizing the improvement of student performance.
