Modern trends in the development of the world economy dictate new conditions for the functioning of virtually all its subjects. The states, being the key group in creating the basis of international economic relations, are in the most difficult situation. It is the states that face a great number of new challenges and threats. The competence in dealing with these challenges and threats influences the possibility of guaranteeing national sovereignty. For example, one of the serious problems, which the leadership of primarily developing countries face in the 21st century, is their ability to make their own choices and, most importantly, implement a preferable macroeconomic model. The situation is aggravated by the fact that the models, which were formed in the second half of the 20th century, are now losing their uniqueness due to the financial pressure to ensure national sovereignty. Neoliberalism is becoming increasingly apparent, even in the countries that once had a socially oriented market economy. The countries in a particular risk group in the context of globalization, for example, Russia, are those that are actively implementing domestic and foreign economic liberalization without preliminary qualitative institutional transformations, without allowing the state to retain not only the role of the political actor, but also of the active economic actor (as is the case of Sweden, for example).
