The article states the issues of developing an affordable housing market in Russia in 2000–2015 and analyses main indicators that reflect the affordability level (affordability ratio) and affordability quality (characteristic of economy-class housing) laid in the standard and legal acts. It give a critical analysis of implementing the federal target program «Hosing for the Russian Family», formulates proposals on implementing its target indicators on the basis of the governmental and public order for the construction industry. It considers the possibility of determining the housing affordability (price of affordable housing) via quantitative assessment of the housing affordability ration (affordability threshold) calculated on the basis of public consumer demand. In addition, the quantitative assessment is accompanied by a proposal to establish the affordability threshold for each specific municipal entity in view of the existing per capita income. In conclusion, the article specifies advantages for all participants of the affordable housing market.
