The article deals with the primary legal framework laid down by Emperor Peter I, which determined the order of conducting and streamlining the archival business in tsarist Russia and in Siberia. The author provides the first documentary mentions of the Irkutsk provincial archive as a repository of documents are indicated. Besides it, the legal acts defining the legal basis of the state archival business in Russia and changes in the status of archival bodies and the state archive of the Irkutsk region to the present time are investigated in the article. Moreover, the main indicators of the Department of use of documents and work with citizens and organizations of the state archive of the Irkutsk region were studied, the demand for documents in state storage in the state archive of the Irkutsk region was analyzed, and dysfunctions in the provision of retrospective information by the archive were revealed for the period from 2013 to 2017. The conclusion is made about the need to use remote access services to view documents of the state archive of the Irkutsk region of the pre-revolutionary period. The prospect of introduction of remote access services on a paid basis for users of the information of the state archive of the Irkutsk region is considered and the necessary material and technical conditions for the provision of services at the appropriate level to meet the needs of the information society of the Russian Federation are determined.
