In 2001, Brazil experienced a crisis in the supply of electricity which required the adoption of rationing actions and broaden discussions about Brazils energy mix . Throughout the first decade off 2000s, the country entered in a new cycle of economic growth that required investigation about the development and sustainability country model. In the same period were also amplified the scientific evidence of the impact of human activities on "climate changes" that were happened on a planetary scale. These are issues that are interrelated, unfold at different levels of policy formulation and intervention in the countrys's territory and must be considered more closely in the planning process of cities. More rational and efficient use of energy are essential for environmental preservation, and therefore represent a reduction in: 1) use of natural resources, 2) the emission of greenhouse gases and pollutant gases in the atmosphere , and 3) the pressure for producing energy.
