Setting up and sizing an experimental organization within an agricultural research institute are questions which condition the pertinence and quality of its scientific and applied results and funds which are dedicated to it. To improve a part of its experimental units and adapt them to the future research context, the Animal Physiology and Livestock Division of INRA engaged in a foresight operation in 2005. Based on a more general foresight exercise carried out at the national level (INRA 2020), different scenarios were built and then analysed for the 2025 horizon by a working group under the responsibility of an external chairman. Consulting professional partners, local councillors and employees of the concerned units was the basis for constructing these scenarios. Finally, four scenarios were submitted to the INRA General Direction who chose the European infrastructure. It was then declined into 8 operational scenarios evaluated by 6 main criteria concerning: i) the experimental capacity; ii) the efficiency of the system; iii) the environmental balance sheet; iv) the feasibility of its development; v) the buildings, facilities, demolitions required and their estimated costs; and vi) the human resources. Finally, this scenario has been implemented in its social, land, real estate and functional dimensions since 2009. At each step of the process, an important work of sharing and explaining the reflexions and decisions has been carried out, making it possible for concerned individuals to share the objectives, understand the collective challenges and be involved in this general mutation. This innovative foresight approach, exploring in successive steps constructed and shared scenarios, will allow a strong evolution of the experimental units, based on a rationale, well-argued and figured approach driven by external and internal developments in agricultural research.
