I summer and fall 1997, the public learned of an environmental crisis in the Chesapeake Bay: Harmful algal blooms (HABs), specifically from the dinoflagellate Pfiesteria piscicida, were reportedly causing health problems for both fish and humans in the region. Intensive media coverage drove this issue to the forefront of the public consciousness and kept it there for more than a year. The reports of HABs and their attendant health problems in several relatively remote tidal tributaries to the Chesapeake Bay was the basis for fears that soon assumed crisis proportions. Although the area ultimately affected was relatively small, the issue escalated into a crisis at least partly because so much remained unknown as events were unfolding—including the potential magnitude of ecological and human impacts—yet a large population close to the Chesapeake Bay perceived that these impacts could be widespread. The fast-paced evolution of events and responses in the Chesapeake Bay episode provide a valuable study of the dynamics between science, public perceptions, and policy. Although the scope and pace of actions witnessed in the Chesapeake case rarely occur, many of these interactions are common to other environmental problems. Indeed, the scientific conclusions and policy decisions stemming from this regional event have produced results that affect environmental issues throughout the country. Among these outcomes are the consideration of more stringent controls for animal waste; enhanced research on, monitoring of, and response to HABs; and further study of HABs’ impact on human health.
