The paper analyzes structural shifts in employment in Baikal region. The analysis is based on the method of shift components, which allows carrying out a quantitative estimation of changes in the regional economy. The author studies the dynamics of employment in the region, compares it with the average Russian indices, finds out key causes of changes in the branch structure of employment, and determines branches of the regional specialization. Basing on the analysis the author plans some possible scenarios of the regional economic policy for branches of various levels of competitiveness.
