The concept of "frequency response of damping torque coefficient" as a performance index of power system damping controller is discussed. It is pointed out that the concept does not have sound theoretical basis. The frequency response may be an approximation to damping torque coefficient only on representative oscillatory frequency. All other points on the frequency response curve, however, don't have any meaningful information on damping of oscillation.
