The Sustainable Development Agenda 2030 sets out 11 targets to be achieved. Brazil dismantled these targets in some goals and among them is to reduce the per capita environmental impact of air pollution and solid waste generation. This paper analyzes ANÁLISE DO LICENCIAMENTO AMBIENTAL DE EMPREENDIMENTOS IMOBILIÁRIOS EM DUAS MEGACIDADES BRASILEIRAS Projectus | Rio de Janeiro | v. 3 | n 2 | p. 15-38 | 2018 1 6 CI ÊN CI A S A M BI EN TA IS the environmental licensing process for the construction of real estate projects of the two largest Brazilian megacities (São Paulo and Rio de Janeiro), with the proposal of reducing air pollution and generating waste. It was verified that the environmental licensing process in these two cities gives great importance to the generation and destination of CDW, but the impacts on air quality are relegated to an analysis of the urbanization process, where they can be not considered, such as in the city of Rio de Janeiro, where the Neighborhood Impact Reporting (RIV) requirement for licensing is not yet regulated. The accumulation of small-scale impacts on construction sites may represent a major environmental risk for a certain region.
