The modernisation of government and, thereby, the reduction of bureaucratic burdens has been a key aim of Dutch politics since the mid-1990s. In 2004, the broad PAO-project was launched in order to improve public service delivery, to reduce administrative costs for business and citizens and to reform the structures of central government and its relations with sub-national authorities. The activities encompassed an extension of e-government, improved management of contacts with citizens and a standard model for measuring administrative costs (SKM). Furthermore, the discussion on a reformed ministerial structure was intensified and intergovernmental financial relations were evaluated. The implementation of the PAO recommendations will be one of the main tasks on the agenda for the new coalition government, which took office in February 2007.
