Hos 13 and Psalm 78 present elements of a Judean interpretation of history at the end of the 8 th  (Hos 13) or in the early 7 th  BCE (Ps 78). They address the downfall of Northern Israel and the consequences for the understanding and the role of Judah within Israel. Both texts interpret the end of the Northern Kingdom as a divine judgment brought about by the self-sufficiency and conceit of the Northern Israelites. As a result, there is a profound shift of balance within Israel. Judah becomes the primary representative of Israel. This interpretation of history has, esp. in Ps 78, a strong legitimizing force for the Jerusalem cult and monarchy and stands behind the increasing use of the name »Israel« as an alternative designation for Judah.
