In the paradise vision of Ez 47,22–23, provision is made for foreigners to be regarded as »native-born among the sons of Israel«, and an inheritance of land is promised to this group within the borders of future Israel. It is my contention that these verses, likely representing the seminal proclamation of the equality of the גר »foreigner« and אזרח »native« within the Hebrew Bible, may derive from a background of ANE adoption-alienations. Similar to adoption grants from Old Babylon, Middle Assyria, and Nuzi, outsiders are here appropriated into the local kin-ship group through the device of adoption, thus becoming legal heirs to ancestral lands.
