Until the beginning of the eighties, French libraries were very late, in comparison with countries such as United Kingdom, West Germany or Scandinavian countries. But, since 1981, France became the country where the expenditures for library buildings were the highest and, from 1975 to 1987, there were twice as many readers in the public libraries. Many programs of development were undertaken since 1945, but this worked out in 1982 was the most ambitious. Conjugated works by the state, the local powers and the librarians brought for a big increasing and a qualitative change, concerning architecture, different services, social function and technological attendances. The great project of Bibliotheque de France appears like the symbol of this new features and the achievement of this new politics of the public authorities
