While the existential problems of the countryside have been accretive, transferring a part of those problems into the “urban” categories does not contribute to the solution. In other words, it is not a rational way of getting rid of a ball of rural problems to obtain urban area from rural areas, urban settlement from rural settlements. In contrast, the contribution to solution of accumulated negligence of the countryside is possible by defining the countryside like “countryside” and differentiating the policies for the countryside. This writing examines the examination of Uzundere, one of “the old villages” to which the external fringes of Izmir city center reach, in urban Dynamics. The Uzundere Neighborhood, with its current status, is a settlement, which shelters a labor force contributing to services sector of the metropolis, consists of low-rise houses in general and preserves its rural character. It did not become easy for Izmir city center to fray and include Uzundere, which was a neighborhood long years before the law no 6360 expanding borders of fourteen big cities to the provincial borders, into itself and its geographical position and its unique socio-economic structure have protected the village from the pressure of housing. “Urban transformation” has recently been one of the mostly spoken issues by the public aware of the activities of the municipality and the ministry in the Karabaglar district and its immediate vicinity. They consider that a transformation to involve the neighborhood shall cause the settlement to lose its rural texture features, its historical and cultural past. It has increased the concerns that HDA has taken over the wide terrain neighbor to the settlement. At this point, it has confronted us as a serious question how the approach should be, which preserves the socio-economic and cultural features of Uzundere and shall carry a healthy spatial structure into future, and by the help of which targets and means the mentioned aim shall be built. The current rural character of Uzundere, which the residents also want to continue, cannot be maintained only by decisions of ÖZ Türkiye’de kırın varoluşsal sorunları birikerek artarken, bu sorunlardan bir bölümünün “kentsel” kategorilerin içine aktarılıyor olması çözüme katkı sağlamamaktadır. Başka bir deyişle, kırsal alanlardan kentsel alan, kırsal yerleşmelerden kentsel yerleşme elde etmek, kırsal sorunlar yumağından kurtulmanın akılcı bir yolu değildir. Tersine, kırın birikmiş ihmallerinin çözümüne verilecek katkı, kırın “kır” gibi tanımlanması ve kıra yönelik politikaları farklılaştırmakla mümkündür. Bu yazı, İzmir merkez kentinin dış çeperlerinin dayandığı “eski köy”lerden biri olan Uzundere’nin kentsel dinamiklerle olan imtihanını incelemektedir. Şimdiki statüsüyle Uzundere Mahallesi, metropolün hizmet sektörüne katkı veren bir işgücünü barındıran, genellikle az katlı evlerden oluşan kırsal karakterini koruyan bir yerleşimdir. On dört büyük şehrin sınırlarını il sınırlarına genişleten 6360 sayılı yasadan uzun yıllar önce mahalle olan Uzundere’yi, İzmir merkez kentinin saçaklanarak içine alması kolay olmamış, coğrafi konumu ve kendine özgü sosyo-ekonomik yapısı, köyü yapılaşma baskısından korumuştur. Son zamanlarda Karabağlar ilçesi ve yakın çevresinde belediyenin ve bakanlığın faaliyetlerinden haberdar olan halkın dilinde, “kentsel dönüşüm” en çok konuşulan konulardan biridir. Mahalleyi içine alacak bir dönüşümün, yerleşmenin kırsal doku özelliklerini, tarihsel ve kültürel geçmişini yitirmesine yol açacağını düşünmektedirler. TOKİ’nin yerleşime komşu olan geniş araziyi devralması kaygıları artırmaktadır. Bu noktada, Uzundere’nin sahip olduğu sosyo-ekonomik ve kültürel özellikleri koruyan ve geleceğe sağlıklı bir mekânsal yapıyı taşıyacak yaklaşımın nasıl olması gerektiği, bu amacın hangi hedefler ve araçlar yardımıyla inşa edilebileceği ciddi bir soru olarak karşımıza çıkmaktadır. Uzundere’nin bugün var olan ve yerlileri tarafından devam ettirilmesi istenen kırsal niteliği, yalnızca planlama disiplinince geliştirilen sağlıklı arazi kullanım kararları ile sürdürülemez. Yönetişimsel bir zeminde, yerleşmenin niteliksel sürdürülebilirliğini sağlayan sosyo-ekonomik, kültürel araçlarla desteklenmiş mekânsal düzenin kurulması gerekli görülmektedir.
