The aim of this research is to determine the views of inspectors, managers and teachers on Ministry of National Education’s in-service training practices. In this research, semi-structured interview technique, which is one of the qualitative data gathering techniques, was used. Criterion sampling technique, which is one of the methods of purposive sampling, was used in determining the study group of the research. Accordingly, the study was conducted with 4 education inspectors, 4 national education directors, 4 branch directors, 4 school principals, and 4 teachers, with a total number of 20 people who participated in Ministry of National Education’s in-service training practices at least once. Descriptive analysis, which is a qualitative analysis method, was used in research data analysis. In the research, inspectors, managers and teachers stated that in-service training activities were necessary and that they participated eagerly, and they mentioned that in-service training activities contributed to them professionally, yet they encountered and observed various problems in planning and practicing in-service training activities. The participants stated that a systematic and ideal in-service training practice could be conducted in places and situations where the needs are determined, presented by experts in the field, planned according to the contribution to participants’ career security, participated in small groups, had mutual communication, made outside of education and teaching hours in places easy to reach, and places in which the objective is given to the participants in advance by providing participation opportunity to anyone who is interested in, a situation in which distant education possibility is evaluated, and places where physical set up and equipment are previously prepared. Ozet Bu arastirmanin amaci Milli Egitim Bakanligi hizmet ici egitim uygulamalarina iliskin mufettis, yonetici ve ogretmen goruslerini saptamaktir. Arastirmada nitel veri toplama tekniklerinden yari yapilandirilmis gorusme teknigi kullanilmistir. Arastirmaninin calisma grubunun belirlenmesinde amacli ornekleme yontemlerinden olcut ornekleme teknigi kullanilmistir. Bu dogrultuda calisma Milli Egitim Bakanligi merkezi ve mahalli hizmet ici egitim faaliyetlerine en az bir defa katilmis 4 maarif mufettisi, 4 milli egitim muduru, 4 sube muduru, 4 okul muduru ve 4 ogretmen olmak uzere toplam 20 kisi ile gerceklestirilmistir. Arastirma verilerinin cozumlenmesinde nitel bir analiz yontemi olan betimsel analiz kullanilmistir. Arastirmada; mufettis, yonetici ve ogretmenler, hizmet ici egitim faaliyetlerinin gerekli oldugunu ve hizmet ici egitim faaliyetlerine istekli katildiklarini, hizmet ici egitim faaliyetlerinin mesleki acidan katki sagladigini, ancak hizmet ici egitim faaliyetlerinin planlamasinda ve uygulanmasinda cesitli sorunlarla karsilastiklarini ve farkli sorunlar gozlemlediklerini ifade etmislerdir. Katilimcilar; ihtiyacin belirlendigi, alan uzmanlari tarafindan sunulan, katilimcilarin kariyer guvenligine katki sunacak bir sekilde planlanan, kucuk gruplar halinde katilimin saglandigi, karsilikli etkilesimin yogun oldugu, egitim ogretim zamanlari disinda yapilan, tum katilimcilarin rahatlikla ulasabilecegi yerlerde, amacin katilimci gruba onceden aktarildigi, katilmak isteyen herkese katilma imkaninin saglandigi, fiziksel alt yapi ve donanimin onceden hazirlandigi mekanlarda sistematik ve ideal bir hizmet ici egitim uygulamasinin gerceklesebilecegini belirtmislerdir.
