While the awareness of the phenomenon of global public goods are increasing with globalization, problems which need to be solved are emerging about their providing and financing. The examination area of the subject is deepening by defining a good as a global public good, classification, identification of their externalities and managing the resolution process. For this purpose, the global public goods have been examined as a priority in this study. The provision and the causes of emergence for such goods have been evaluated by in terms of the effectiveness of global organizations. The duties of governments, unions and organizations for financing and effective managing of global public goods have been tried to explain. Nowadays, creating international organization which are expert on classified global public goods is exemplified as the solution instead of the available organizations which are insufficient on producing solutions for emerging problems. The solution process would be accelerated with the creation of new and independent institutions which are supported by the legal infrastructure of the existing international organizations and governments. Ozet Kuresellesme ile farkindaligi artan kuresel kamusal mal olgusunun sunumunda ve finansmaninda da cozulmesi gereken sorunlar ortaya cikmaktadir. Bir malin kuresel kamusal mal olarak tanimlanabilmesi, siniflandirilmasi, dissalliklarinin tespiti ve cozum surecinin yonetilmesi, konunun incelenme alanlarini arttirmakta ve derinlestirmektedir. Bu amacla calismada, oncelikli olarak kuresel kamusal mal kavrami incelenmistir. Bu tur mallarin sunumu ve ortaya cikis nedenleri, uluslararasi kuruluslarin etkinligi acisindan degerlendirilmistir. Finansmani ve etkin yonetimi konusunda devletlere, birliklere ve kuruluslara dusen gorevler aciklanmaya calisilmistir. Gunumuzde ortaya cikan sorunlara cozum uretmekte yetersiz kalan ve diger gorevlerinin yaninda kendilerine fonksiyon yuklenen uluslararasi mevcut olusumlarin yerine, siniflandirilmis kuresel kamusal mallar konusunda uzman uluslararasi kuruluslarin olusturulmasi cozum olarak orneklendirilmektedir. Olusturulacak yeni ve bagimsiz kurumlarin, mevcut uluslararasi kuruluslarca ve devletlerin hukuksal altyapilarinca desteklenip, cozum sureclerinin hizlanmasi saglanabilecektir.
