The transformation towards renewable energy in Germany leads to the installation of new wind power plants and power transmission lines, which both affect the scenic landscape quality significantly because of their vertical structure and technological appearance. A fundamental assessment of scenic landscape quality is often missing because of the amount of effort and time needed, but is crucial to determine compensation payments in the environmental impact mitigation regulation. This article presents a methodology to assess the scenic landscape quality on the federal state level. Selected landscape indicators were used and quantified using GIS software to assess overall scenic landscape quality. A raster-based approach, with 1 km resolution has been used for the federal state of Thuringia (Germany). The result was validated with empirical data and has been used to delimit scenic landscape units.
