The property tax is a main source of income for communes in Zambia. Because of not available or outdated fiscal cadastral information, only a fraction of the tax can be obtained. Classical creation of cadastral with terrestrial survey is expensive and slow. Therefore a new method was developed. In the communes the plots are digitised and given the plot numbers of the tax lists, using orthophotos gained by UAV. So the spatial representation of the plots can be linked to the tax lists. For back up and homogenisation the local data will be compiled in a central web database in the capital. If the internet connection is stable the local data will be transferred and synchronised with the central web database. This database enables as well a back up of the local data bases. With a web browser the needed information, e. g. tax dept, can be queried and displayed on a map. The project is a good example how in a county with a developing computer and data infrastructure, a sustainable system for a fiscal cadastre can be established in an pragmatic, fast and cost efficient way, using the local computer competence in the communes. The system increases significant the tax income of the communes.
