On a judicial basis of § 196 BauGB every municipality in the Federal Republic of Germany has to calculate standard land values in €/m2 in a biennial cycle. As average location values for different constructional developing stages they serve the taxation authorities to rate the hereditary real estate and in the near future also the property tax. With the help of GIS the necessary vector and raster datasets could be analysed for deriving land values. Therefore the described procedure helps municipalities which staffing shortage and missing expertise to fulfill the judicial requirements and the European INSPIRE guideline.
