Одной из форм осуществления публичной власти являются органы государственной власти и местного самоуправления. Профессиональная служебная деятельность граждан в органах публичной власти представляет собой публичную службу. Повышение престижа публичной службы, разновидностью которой является муниципальная служба, создание эффективной системы стимулирования служащих является одной из приоритетных задач реализуемой государственной политики. Это выражается прежде всего в определении единых правовых и организационных основ публичной службы в Российской Федерации, закреплении социальных, экономических и иных гарантий, способствующих стимулированию граждан к поступлению на службу, а самих служащих — к качественному и эффективному исполнению ими своих служебных обязанностей. Представляет интерес исследование вопросов, связанных с изучением и анализом государственных мер, направленных на мотивацию и стимулирование деятельности служащих органов местного самоуправления. В статье исследуются законодательные акты и муниципальные правовые акты г. Барнаула, предусматривающие различные формы стимулирования муниципальных служащих, выявляется уровень эффективности предлагаемых государством стимулирующих мер, предлагаются дополнительные меры, способствующие развитию их творческой активности и инициативы. Ключевые слова: муниципальная служба, стимулирование, поощрение, награждение, гарантии. One of the forms of exercising public authority is the bodies of state power and local self-government. Professional activity of citizens in public authorities is a public service. Increasing the prestige of the public service with the municipal service as its variety, creation of an effective incentive system for employees is one of the priority tasks of the state policy being implemented. First of all, it is expressed through the definition of common legal and organizational bases of public service in the Russian Federation, providing of social, economic and other guarantees that encourage citizens to enter the service, and the stimulate the employees to the quality and effective performance of their official duties. In this connection, it is of interest to research issues related to the study and analysis of government measures aimed at motivating and stimulating the activities of employees of local government bodies. The article examines legislative acts and municipal legal acts of Barnaul containing various forms of stimulating municipal employees, identifies the level of effectiveness of stimulus measures proposed by the state, suggests additional measures that facilitate the development of their creative activity and initiative.
