This paper presented the trajectory of Special Education policies in Brazil from 1930 to 1988. The study was built through the analysis of normative references, which took into account the educational policies in Brazil during that period, and shows how these references, combined with social demands, influenced political and legal decisions, which resulted in a different guidance for the Special Education in Brazil. It was concluded that, over time, changes in the educational policies have redefined the role of the Special Education, leading to changes in its organization and in the structuring of its services.

Consolidação e expansão das políticas de Educação Especial no Brasil: de 1930 à Constituição Federal de 1988
