This article aims to analyze the characteristics of innovation strategies adopted by Embrapa — under the perspective of the resource-based view (RBV) — which have potential to generate sustainable competitive advantage. For this, were adopted case studies in six units. The instruments used for data collection were documents, observations and semi-structured interviews; for the data analysis, different categories were created. The results showed 13 types of innovation strategy, being preponderant the offensive and partnerships strategies. The human, physical and technological resources were the most adopted to provide assistance to the identified strategies and eight resources were considered strategic: bank assets, genetic resources, number of EMBRAPA units dealing with different products, geographic dispersion, qualifications of staff, launching technologies, reputation and positive image of EMBRAPA. There are indicators that the resources and capabilities of the company could be better explored if there were greater cooperation and communication between the units.
