Com a intencao de contribuir para o desenvolvimento dos estudos em politica externa brasileira e de extrapolar as explicacoes unicausais da politica externa brasileira esse artigo possui como objetivo realizar uma analise inicial da politica externa pela chave metodologica do foregin policy system como foco no processo de formacao do sistema. Aliado a teoria da mudanca institucional, trabalhamos com a hipotese de que a formacao do atual sistema de politica exterior brasileira e a sintese e a coexistencia das mudancas institucionais nos ciclos de politica externa brasileira, processo o qual se caracteriza pela coexistencia de novos padroes institucionais, mas com a manutencao de certos padroes e regras existentes, e com a adaptacao do MRE a nova configuracao institucional. ABSTRACT With the intention of contributing to the development of  studies in Brazilian foreign policy and extrapolate one variable explanations of Brazilian foreign policy this article has aimed to perform an initial analysis of foreign policy by the key methodological foreign policy system (FPS) and focus on the consolidation of th system. Combined with the theory of  institutional change, we work with the hypothesis that the  formation of the current system of Brazil's foreign policy is the synthesis and coexistence of institutional changes in the cycles of Brazilian foreign policy, process which is characterized by the coexistence of new institutional patterns, but with the  maintenance of certain existing standards and rules, and to adapt to the new MRE institutional setting.
