DOI: 10.12957/rdc.2017.22385 Resumo A ocupacao heteronoma do espaco e a sua militarizacao pelo Estado tem sido fenomeno cada vez mais frequente nos espacos urbanos, particularmente nas favelas e morros.  Os beneficios advindos da construcao de autonomias individuais e coletivas sao nao apenas ignorados, como cedem espaco a uma sociedade de controle. Essa heteronomia acaba por transformar, de forma simbolica ou fisicamente violenta, a seguranca publica em paradigma de governo, diminuindo as possibilidades de construcao de um espaco urbano praticado. Tudo isso pode ser facilmente observado quando da intervencao estatal por meio das chamadas pacificacoes e ocupacoes das favelas e morros (as Unidades de Policia Pacificadora, UPPs), com a aparente finalidade de se combater o trafico de drogas. Os problemas que dai advem sao variacoes da invasao da vida privada, sem programas de revitalizacao desses espacos, com a disseminacao do medo e o impedimento de se criar espacos de convivencia ou ainda espacos politicos. A partir desse problema, e valido avaliar qual conceito de espaco e vida urbana sao mais garantidores de cidadania e de que maneira a incursao da seguranca publica tem atingido esse dominio. Abstract The heteronomous occupation of space and its militarization by the State has been an increasingly frequent phenomenon in urban areas, particularly in favelas. The benefits from the construction of individual and collective autonomy are not only ignored, but they also yield space to a control society. This heteronomy eventually transforms, in a symbolic way or physically violent, the public security into a government paradigm, decreasing the chances of constructing an urban space. All this can be easily observed when the state interferes by means of the so-called “pacifications” and occupations of favelas (the Unidades de Policia Pacificadora, UPPs), with the apparent purpose of fighting the drug trafficking. The emerging problems are variations of privacy invasion, with no revitalization programs of those areas, the dissemination of fear and the impediment of creating living or even political spaces. The creation of these spaces would be a viable solution concerning this matter. Having this scenario as a starting point, the objectives are to estimate, through bibliographic research and data analysis, which concept of space and urban life are more likely to guarantee citizenship, how the incursion of public security has reached this area and if the hypotheses of revitalization of public space is the solution for this matter.
