医学 の進 歩 の多 くは,医 学研 究 に基づ くもので ある が,医 学研 究 こ とに臨床 医学研 究 は最終 的 には ヒ トを 実験対 象 とす る研究 に よ らね ば な らな い.ヒ トを対 象 とす る臨床 研究 に際 しては厳 守 しな くては な らな い倫 理原則 が存 在 し,臨 床研 究 におけ る被験 者保 護を 目的 として採択 された 「ヘ ル シ ンキ宣 言」1)がそれ であ る. その要 点 は,(1) 被験 者 のinfomed consent(十 分 な説 明を した上 で の同意)を 得 る こと,(2) 独 立的 立場 の機 関に よって,臨 床試験 の 目的,計 画,方 法,適 切 に同 意が取 得 され てい るか な どが検 討 され,そ の試 験 の実 施の妥 当性 が審 査 され る こ とであ る.(2) につ いて は例 えば 米国で はIRB (Institutional Review Board:施 設 内審 査 委 員 会),欧 州 諸 国 こ と に英 国 で はEthical Committee(倫 理委 員会)が その任 を果 た してい る. 本邦 で も,最 近,「 脳 死問 題」,「臓器 移植 問題 」な どに 関 しての審 議 の必要 性 か ら倫理 委員 会 が多 くの大学 で 設 立 され てい る.本 学 で も,1987年12月,本 学 の研 究 者 が行 うヒ トを対 象 とす る医学 研 究お よび医療 行為 に つい て,「 ヘ ルシ ンキ宣言 」の 趣 旨に沿 って行わ れ る こ
