Every school and district express their values through the content that students learn; leaders make it possible for a system to deliver on those values by ensuring that policies, contracts, and regulations are aligned to the same goals. The author uses his experience with detracking middle school and high school courses in Stamford, Conn., as an example of how having the right policies and practices in place enable coherent changes in content.
