Any textbook on computational linguistics today must position itself relative to Jurafsky and Martin (2009), which, by virtue of its depth and comprehensiveness, is the standard introduction and reference for speech and language processing. Readers without substantial background may find that book too demanding, however, and then Language and Computers, by Dickinson, Brew, and Meurers, may be a better choice.
