The current economic, environmental and social scenario imposes the need for changes in government agendas. Thus, the energy issue becomes a problem: the current Brazilian government conduction favors the generation of energy in a centralized level instead of decentralization and energy efficiency. There are no policies or central government commands for the development of local energy plans that associate the planning of cities with energy services. Through a case study of PROCEL–GEM subprogram, this research demonstrated that the performance of the Brazilian municipal government in municipal AGRENER GD 2015 10o Congresso sobre Geração Distribuída e Energia no Meio Rural 11 a 13 de novembro de 2015 Universidade de São Paulo – USP – São Paulo energy management is irrelevant and it is restrict to energy efficiency actions inside the electricity consumer units of the municipalities.
