This paper describes development of certain aspects of DEFAULT,1 a program to assist in developing responses for aiding indigent tenants threatened with eviction. Important characteristics of the knowledge base and to a lesser extent the control mechanism in DEFAULT diverge from approaches many other projects have taken. DEFAULT provides assistance, without usurping autonomy of human users. The developers wished to allow users to evaluate and validate advice provided by the system, and to enable less experienced users to learn from use of the system by testing responses and comparing expert advice. The design of the system, and in particular the representation scheme, therefore seek flexibility in ways the user may access and use knowledge of the experts. This in turn allows users with varied knowledge and experience to adapt use of the system to their own needs.
