Often, the design and implementation of a campus-wide local area network is performed by telecommunications experts, with little or no input from the user services group, the latter being brought in at the last minute to provide user training and customer support. However, a successful network design and implementation is usually the result of an extensive analysis of the type of work the user community performs, and a realistic assessment of how the users’ work patterns will alter once the network has been installed. The people most qualified to perform this role are to be found in the user services group, since it is they who have the most interaction with the users and who can have the most influence on the users’ behavior. This paper will explore how user services can take the leading role in the design, implementation, and support of a computer network. When designing a network or connecting devices to an existing network, it is always a good idea to examin e the objectives of the exercise and the criteria to be used in judging success or failure. In theory, this appears to be simple enough, but in practice it will be found not only that there are multiple objectives and criteria, but also that these tend to conflict with each other.
