HELMI (Finnish for Pearl) is an information service in the form of a digital library providing access to the Web pages of public administration organizations, libraries, communication companies, and others in the Tempere region of Finland. HELMI supports easy access by providing user vocabularies and standardized metadata service descriptions that mediate between users and the Web pages of participating organizations. These pages may provide online information and services or describe information and services available through personal visits to the organizations. Thus, HELMI acts as a translation mechanism between users’ information needs and vocabularies and information providers’ vocabularies (see Figure 1). User vocabularies are built through three steps:
