This report describes the goals of the next generations of accelerator-based neutrino experiments, and the various strategies that are being considered to achieve those goals. Because these next steps in the fleld are signiflcantly difierent from the current or previous steps, novel techniques must be considered for both the detectors and the neutrino beams themselves. We consider not only conventional neutrino beams created by decays of pions, but also those which could be made by decays of beams of relativistic isotopes (so-called \fl-beams") and also by decays of beams of muons (neutrino factories). The current generation of neutrino experiments (K2K, MINOS, MiniBooNE, OPERA, and ICARUS) is focusing on verifying the oscillation framework and making the flrst precision measurements of the neu- trino mass splittings. Speciflcally, they are each op- timized to search for a particular signal which is pre- dicted to be several statistical standard deviations away from zero, and which is predicted based on pre- vious experimental evidence. The next step in this fleld, however, is to search for the last unmeasured el- ement in the leptonic mixing matrix, and here there is essentially no theoretical guidance for how big a signal to expect. Assuming that there are only three generations of neutrinos contributing to oscillations, the leptonic mixing matrix U, which converts from the ∞avor to the mass eigenstates, can be parameterized with three angles µ12;µ23, and µ13 and a CP-violating phase -.
